To help with the congestion and flow of pedestrian traffic, I propose a congestion charge for any tourists out and about at peak time. They can be in Hyde Park in the morning, Buckingham palace is fine, anywhere with big open spaces, they just can't get on the tube or they get an on the spot fine of £3.00 that is shared to the people in the vicinity.

The only reason that Big Ben, The Tower of London and The Eye got built is so that the tourists would have somewhere to go. Before they were there London had big fields and the tourists would come there and mill around, braying like cattle. Frankly it was an embarrassment, so the Thatcher (God rest her handbag soul) built these things so that there would be millions of identical pictures of grinning morons in front of buildings. They should just take pictures in a green screen or blue room and superimpose the buildings on behind so its easier to bore your tired relatives with pointless proof that you have visited something and done something that millions of others have done already and will do again.
